What do you mean "load into the iso"?
You an copy any file onto the ISO that you want.
However, if you want Windows programs to run in Linux, I suggest you look at solutions such as Wine or PlayOnLinux.

wine gets copied in just fine, but the windows program i wanted wont.

Your program is probably in a local path.
You can put files for all users' home directories in /etc/skel.
The contents of /etc/skel are copied into each ~new~ user's home directory.
Another possibility may be to save the files you need in /opt.
You would need to configure wine to point to wherever you place the file(s).

Can you help with this problem?
