Snap is installing packages to build system

I am trying to install Anbox to my custom iso. It is not installing it into my iso. But it is installing Anbox to my build system. How can I fix this?

Iso selected to customize: Ubuntu 19.04

The system I am using: Ubuntu 19.04

Cubic version: 2019.07-58-release~201907290101~ubuntu19.04.1

The command I've tried: sudo snap install --devmode --beta anbox

When you say "build system" do you mean the host computer that you are running Cubic in?
