Is your version of comic-get related to this one?:

I have never heard of that command-line tool until today. It looks interesting but this project wasn't based on it. I hope that answers your question.

The perl comic-get didn't work out of the box for me, but it had some interesting concepts like rules files and apt-get like functions (repository, search, list, update, etc).
