Build for Commercial MySQL 5.7.13

I would like to know how difficult it would be to "patch" a Commercial release of MySQL 5.7.13 (properly licensed from Oracle)?

Is this something that simply requires access to the MySQL source code or is it a substantial project that shouldn't be undertaken "casually" by someone who, admittedly has never done anything like this.

We want MySQL 5.7.13 functionality, but want to use Galera clustering as it is far simpler to implement than MySQL Cluster NDB.
