citrusdb install - index page does not load at DB Connect

I have followed the installation instructions. I installed a self-signed SSL cert. I can reach the dashboard page which of course reports an error due to not being logged-in.

When I try to visit index.php:

This page isn’t workingwww.louisvilledevelopers.com is currently unable to handle this request.
HTTP ERROR 500

I did some debugging and it dies in include/database.inc.php
LINE: $DB->Connect($sys_dbhost, $sys_dbuser, $sys_dbpasswd, $sys_dbname);

Any assistance available?

CAVEAT: I am using:
     Apache 2.4
     PHP 7.3.9
     CitrusDB 2.4.2
