Could we filter host to perform volume migration?

If we migrate a volume with "available" status between different vendor backend, the corresponding volume node will perform the migration task including data copying by itself, no mater whether this volume node is busy or not. So can we add a filter to select the most leisure volume node to perform the migration task?
