What's the process for registering a ceilometer blueprint

Just wondering what's exactly is the process for registering/submitting a blueprint ? Do I need to get specific permissions or it's more like people can submit any blueprints subject to approval?

If you have something you would like to do that we haven't discussed as a team already, it would be best to bring it up on the mailing list for discussion first. That will let us decide for each case whether a blueprint makes sense.
