Visit https://one.ubuntu.com/ and log in to your Ubuntu One account
Then in your directory, click on 'More' button on the right of the files you want to add to your blog, and then click on "Publish File".
You will get something called a "Public URL". This is the link you need to add to your blog to add that particular file

To answer your first question "Why did this occur ? " can be summed up in one word. Security

Everything on the internet has a link one way or another.

Scenario with no security
Imagine you have just uploaded an important document i.e SSN Card, Bank Records, etc (something confidential).
Anyone with that link could access that resource therefore compromising your privacy.

Scenario with security
Once you successfully login using your username/password you become 'authenticated', then granted 'permissions' assigned to your user account. Anything you do is done under the permissions of your account. This includes posting messages, uploading/downloading files, viewing resources that are off limits to others. This is all made possible because of file permissions.

Anyway, the default file permission for Ubuntu One is what keeps the world from seeing all of your files. You must manually select which files you want to share. Once its set to shared the 'permissions' are dropped which eliminates the need to be authenticated therefore not prompted for a password.
