The source was released a few hours ago. While there's no documentation or anything suggesting how to write a Django settings.py that is sufficient for c-i-p to run, I was able to get it mostly working with a bit of trial and error.
Thanks for the update. Indeed, the source is now release under the AGPL3 licence. We are in the process of adding an example settings file and some instructions to enable you to get started.
