panel icon goes away when computer restarted

Whenever I turn off my computer and turn it back on the coffee cup icon on my panel will disappear. Is there any way to perpetually keep the icon there so that I don't have to reopen the program to get the icon there each start I start my computer? Thanks! I am using 16.04 LTS.
