System Monitor shows less RAM

Hi,
My first problem is with Launchpad. Having logged-in, it does not show a link for asking a question. First I have to search around the I get the link. Is there another way?

I have 4 GB RAM in laptop. When I run System Monitor->Resources, it shows around 3.5 GB RAM. Why does it not show complete RAM installed in the system?

This is really an Ubuntu question but I believe the answer is that some memory is reserved for use by the system. Check out http://ubuntuforums.org/showthread.php?t=375853 for more
