What's the "lite" Windows installer?

How are the 1.8 "lite" installers for windows different than the installers for earlier versions?

It doesn't include tortoise bzr, bzr-svn, or qbzr
There are plans to build the complete version again, but we wanted to get something out quickly.

Thanks, reducing scope to get it out early makes perfect sense.
At work we use bzr with svn, so we'll have to wait - are there plans for releasing a "fat" installer?
If not at the moment, are the issues involved documented anywhere? There's a chance I could help with a Windows build environment.
