Bazaar local server problem

Hi,
I'd like to use an bazaar server on my office's local network.. unfortunately we have only windows pc..
I started in one computer 'bzr serve ...' and I tried to connect from another pc.. the answer was the servers "actively refused" the connection.. its firewall was entirely disabled and if I ran 'nmap' on servers and there was none open doors on 4155..
But happened a strange things: if I connected from server to itself using "bzr://localhost/blabla/", bazaar works properly.. if I used "bzr://ipaddr/blabla" on same pc, it returned the same error (actively refused)
The same happen in my linux pc in my home.. no open door on 4155..
Where are my faults?
