subfolder of a checkout

I am creating a lightweight checkout of a branch into an independent folder. I now create a new sub-folder within the checkout, with the intention of adding it to the checkout. If I now run any bzr command from within this sub-folder, is bzr expected to recognize the checkout and the branch? In other words, does Bzr recursively look into parent folders till it finds a .bzr folder?

This is clearly a bug in Bazaar. The problem goes away if I remove "svn" plugin. Am closing the question, and will update bug 586740.
