I can confirm the version in proposed resolves this issue:

andrew@andrew-laptop:~/Desktop/foo$ bzr branches
  first-colo-branch
* second-colo-branch
andrew@andrew-laptop:~/Desktop/foo$ bzr rmbranch second-colo-branch
bzr: ERROR: Branch is active. Use --force to remove it.
