How to download?

There is no distributions and no project files, so how do I download a package that can be considered an official and somewhat stable release?

For the moment there is no package (for any OS).
To download you should create a branch.
All the information about installing Bazaar plugins can be found in the Bazaar wiki at: http://bazaar-vcs.org/UsingPlugins

I just packaged the first release, a source traball is available in the download section: https://launchpad.net/bzr-xmloutput/+download
