How does "url directory [revisionspec]" work?

The only time I see URL being used at all is at the first time I launch "bzr eadd".

After that, when I run
$ bzr branch source target
the external stuff is branched as well, but it is branched from "source" rather than from "url", and "bzr pull" remembers "source" by default as well.

Is this the expected behavior?

Yes, it is needed for correct work with feature branch.

So the "url" entry in .bzrmeta/externals is never used at all?
Very different from SVN and from what I would expect.
But anyway it saves the day. Thanks.
