Bug Description

When pt-table-checksum is run with --where and the result is that the range of rows is smaller than the current chunk size, it checks the replicas to see if the same chunk would be oversized there. The problem is, it checks replicas with 1=1 instead of the --where. Details to reproduce this are visible in https://answers.launchpad.net/percona-toolkit/+question/185734
