[Development Fix]
Ubuntu 12.04 ships with alsa-utils 1.0.25. The relevant commits are part of alsa-utils 1.0.25 upstream.
[Stable Fix]

[Regression Potential]
Low and limited to affecting volumes on first boot.
====
This is because if LFE/Center channels are initially muted, PulseAudio will think that the main volume is muted, and will mute the rest. Upstream has already fixed this:

But I just saw a typo, let me fix it first.
