qemu-common should Depend on bridge-utils

Bug Description

/etc/qemu-ifup calls brctl directly without checking for its existence. Since this is essential functionality for using bridged VMs, this should be a Depends:

Currently bridge-utils is in Depends: for qemu-kvm. Is your suggestion to copy or move the bridge-utils depend from qemu-kvm to qemu-common's Depends:?

This bug was fixed in the package qemu-kvm - 0.14.1+noroms-0ubuntu3

    to brctl in qemu-ifup. (LP: #833475)
  * debian/control: move Depends: on bridge-utils from qemu-kvm to
    qemu-common. (LP: #835355)
  * debian/patches/debian/patches/fix-pa-configure.patch: fix FTBFS. Fix
    comes from upstream and will be in 0.15 when merged. (LP: #829492)
