Add an option to use full set of custom icons

Bug Description

While creating a fresh new set of icons for Inkscape I noticed that it uses a lot of the default GTK icons. I understand about unifying free software appearance across multiple platforms so no arguments there.

I would like an option for the user to apply a full custom set of icons for the UI - ie. replacing every icon. The new set I'm working on has icons for "File Open" "File Save" etc. that are custom made for Inkscape.

JFTR - there had been opposite feature requests (now implemented), like e.g.
Bug #170424 “Toolbar style should go with the desktop style”
