Bug Description
Branch upgrade jobs are long-running, but we should not let them run forever, because that will use up resources and prevent other jobs from running.
Recently-logged upgrade jobs had durations ranging from 0:00:00 to 1:19:50. Perhaps we should cap this at two hours.
On the plus side, these jobs are rare and likely to become rarer as recent version of bzr become the norm.
