Bug Description
Binary package hint: gcc-4.5
In gcc packaging there is variable "with_plugins" which controls does plugin package is built or not.
During bootstrap of compiler I do not want to build it so I disabled it. But at the end there was an attempt to package it anyway.

This patch allows to build plugin package when "with_plugin" variable is set.
