Configured locale isn't UTF-8

Bug Description

While the system locale is configured according to your desires at installation
time, the locale chosen isn't a UTF-8 one. This is the 21st century, and we
should almost certainly be UTF-8, especially with GNOME as the desktop.

UTF-8 isn't currently a feature goal for Warty, and it's a bit late in the game
to add new ones

Is UTF-8 a feature goal for Hoary?

I'd like to suggest that it probably should be. Ubuntu's
international/multi-cultural
flavour is very appealing (and useful!) to many people.

languagechooser (1.42ubuntu1) hoary; urgency=low

  * Switch to UTF-8 for all languages where it's available in
    /usr/share/i18n/SUPPORTED (all except Bosnian).
