Cannot boot instances under use_ipv6=true and with FlatManager/FlatDHCPManager

Bug Description

With FlatManager/FlatDHCP Manager, use_ipv6=true cause instance boot error.
Because nova-network doesn't set up IPv6 feature properly.

We are fixing this problem.

Workaround: please set use_ipv6 flag to false. (default is false after revision 579)

We fixed boot the problem of FlatDHCPManager.
However, we would like to postpone to support ipv6 in FlatManager until Cactus release.
Because our current ipv6 implementation is based on the RA Server, however FlatManager don't use the RA Server.
So, the fixation needs many changes in current code.

That sounds like a good idea. Could you explain here (and/or document in the wiki) which network modes are supported in Bexar with ipv6 ? All but FlatManager ? Also could you file a blueprint for Cactus about supporting IPv6 in those missing network modes ? Thanks !

We note supported NWManager for Readme.

Currently, VLanManager and FlatDHCPManager are supported.
We will also write new blueprint for Cactus Release.

Great, thanks ! Could you edit the "Release note" part at the top to reflect the supported NWManagers as well ? It currently still says "works with VlanManager, FlatManager, and FlatVlanManager".

I understand that we'll postpone Ipv6/FlatManager support.
Do you still need to propose a branch for merging the FlatDHCPManager boot fix, or is it working alright now ?

Yes. we need to propose a branch for merging the FlatDHCPManager boot fix.
However we would like to merge this branch after lp703037 branch because of dependency.
