Bug Description
Currently we have no SQL or scripting or UI interface to enable the removal of undesired comments from merge proposals.
SQL would do for starters, but ideally an admin only UI "remove/

Deleting comments is very bad for the application. We may want SQL to edit the comment content to address immediate issues. Since we have just completed the hide comment UI code for bugs and questions, we should determine the effort to hide merge comments.
