No way to remove nuclear launch codes from comments on bugs, answers, merge proposals.

Bug Description

Currently if someone includes nuclear launch codes in a comment on a bug, there's no way besides manual SQL to edit this to remove the offending part of the comment. There should be an option in the UI for a small subset of users (probably rubber ducks only) to edit the comments from within the admin UI to avoid needing to run manual SQL.

@Micah, yeah, that's what we tell people when they want these kinds of things removed (search engine caches as well), but they still want them removed.

One way to partly mitigate the mail going out on the public list is to not delay notification to project leaders and admins, but do the 5 minute delay for the masses.

We can now *hide* these comments immediately, but for real tricky issues being able to delete their content matters (and hiding does not prevent email).

It is conceptually straight forward: an admin gated form allowing edit of a comment. We need to show admins a link (or even ajax, gosh) on the comment in its native home, but the actual thing could be at e.g. /+messages/12345

This has apparently been implemented for bug comments but not the other two, suggesting that (with the current comment architecture, at least) each needs implementing separately.

And implementing it for merge proposal comments is covered by bug 697495.

Therefore, perhaps this bug report should be narrowed to just Answers comments.
