Add filter for "with external suggestions" on translate pages

Bug Description

We should add an ability to find any untranslated messages for which there are external suggestions (i.e. they are translated in some other project) directly on the +translate pages like

  https://translations.launchpad.net/b2evolution/trunk/+pots/b2evolution/de/+translate

We should probably add a cached value on POFile, DistroSeriesLanguage and other similar objects, because this is not something we can calculate real-time very efficiently.

Bug 102943 is somewhat related.

I don't want us to grow a big list of choices there. For instance, how would this be useful over the existing 'new suggestions' filter? If there are translated messages with newer suggestions, one should still review them: if you want to keep the existing translation, you can always "discard new suggestions".

I am really leaning on marking this as "won't fix", but I am open to more convincing :)

As far as I know the 'new suggestions' filter relates to manual suggestions by translators, while my main use case is to get a list of all msgids with any (but merely automatic) suggestions.

Ah, interesting idea indeed. This is something that wouldn't be trivial to implement due to performance considerations, but it would still be very nice to have.
