Bug Description
Distributions currently offer translation_focus, which allows us to bring people directly into stable release of Ubuntu. However, we miss this on Products, where translation_focus is the development_focus branch.
That's sometimes especially bad (i.e. stable release series might have string freeze in effect, and development one might have many strings changing every day), so we should allow products to define their translation focus branch and use that as the primary_
