Non-team member cannot upload PO file even if they can submit suggestions

Bug Description

People who can submit translations in projects with 'structured' privileges (eg. Ubuntu), but are not part of translation teams with enough privileges to review translations, cannot upload PO files.

This is a known problem in Launchpad Translations, and I believe we already have a bug about it, but I can't find it right now.

We should enable "Upload" tab for these people and indicate that their translations will end up only as suggestions which somebody has to review, and point them at the relevant translation team that can do the review for them.

This is a massive pain. I've just translated a huge .po file to discover that the upload facility has vanished. Translated strings manually ten at a time via the site is ludicrous!

Everybody understands that this is a pain, but there are currently not enough people to help with this. The usual work-around is to find a member of the authorised translations team and email the translation to them: they can upload it directly.

Since Launchpad Translations is open source, it shouldn't be too hard for someone with Python experience to create a patch (see https://dev.launchpad.net/).
