launchpad-database-setup does not use C locale and differs from wiki page

The script utilities/launchpad-database-setup does not produce the exact same results as following the steps on the wiki page that refers to it would. https://launchpad.canonical.com/DatabaseSetup The main difference is that the database server is not setup under the "C" locale but under the user's current locale which causes problem in other places, e.g. running test.py fails.

The script should be brought to perform the same steps as described in the wiki page which set the locale correctly. It should also use the same commands and configuration as mentioned on the wiki page.
