"Bugs reported on software you maintain" should be on a separate page

Bug Description
On the +assignedbugs page of a person there was a section called "Bugs reported on software you maintain". Since it didn't fit on on the page, and it prevented +assignedbugs from being rendered due to SQL query timeouts, I temporarily removed that section.
It should be enabled again, but on a separate page and the list should be batched.
Stuart did a tweak to the privacy aware query in BugTaskSet.
