Better activity tracking for translations

Bug Description

We need better activity tracking (basically, ChangeLogs) for translations, to be able to tell how has a translation evolved, and to be able to oversee the edits.

Having grouped edits for a POFile/Person, and more details inside the ~person/+karma page might be a good start.

Not sure if this is reasonable, though.

I wonder if it would be feasible for Launchpad to show a graph of the template's translation coverage over time. It would creep upward as people contributed translations, and dip down whenever a new version of the template was uploaded.
