Bug Description
Binary package hint: cups-pdf
The high level encryption is so far the only reason I found.
cups-pdf seems to generate files OK from 128-bit secure pages.
Package is the up-to-date Gutsy version: 2.4.6-3ubuntu10

Viktor, thank you for reporting this issue. Do you still see this is in a later release of cups-pdf? Can you give a sample URL that is not printing correctly for you?
