Make the GUI resolution independent, allowing different aspect ratios to be
supported (4:3, 16:9 etc..), as well as preserving UI quality across a wide
range of resolutions.

I've been working this for a while. I guess I should claim it. This one is going to take a long time. There are still lots of places that use fixed values. Basically, there is ton to do to fix this issue.
