Implemented blueprints not shown on your "Blueprints involving..." page by default

Bug Description

Blueprints marked as "Implemented" don't show up on a person's "Related blueprints" page by default, which is surprising.

For example, <https://blueprints.launchpad.net/ubuntu/+spec/ubiquity-automation/> doesn't show up on <https://blueprints.launchpad.net/~artfwo>.

Workaround: Add "?show=all" to the URL, e.g. <https://blueprints.launchpad.net/~artfwo?show=all>.

The Bugs equivalent is bug 5977.

By default we're not showing specs in a completed state (i.e. Implemented). Perhaps, like bug 28697, we should display the search filter.

Thanks for the workaround, Diogo!

It would be GREAT if show=all was available for answers and bugs (including +assignedbugs, +reportedbugs etc.) as well...
