Bug Description
The most common case where this would be seen is for users that added ppas with apt-add-repository on mantic. Assuming /etc/apt/
To reproduce on a mantic system:
$ apt-add-repository -y ppa:<user>/<name>
$ do-release-upgrade -d
Observe that the PPA sources added will still be enabled and still point to mantic.
