Bug Description

Backport the final python 3.11.4 release to jammy.

Regression potential: 3.11 is not used by default, and not used as any build dependency. Therefore the potential is very low.

Validation: python3.11's test results show no regressions, and the packages are successfully built.

It's worth noting that since this issue was opened, 3.11.1 was released, so that should be the one imported (or whatever version is out at the time).

Hi! I've noticed 3.11.2 is out now and is available for Debian (thanks for being the maintainer both for Debian python and over here for Ubuntu!)

Would it be possible to get 3.11.2 available in jammy-updates instead of the old RC1 release? Thanks!

Ubuntu 22.10 (Kinetic Kudu) has reached end of life, so this bug will not be fixed for that specific release.
