`Unknown` importance shouldn't appear as a search value for targets that use Launchpad for bug tracking

Bug Description
The `Unknown` importance value is not valid for targets that use Launchpad for bug tracking, so it shouldn't be available in the advanced search form of such targets.
We should only change this after completing bug #192011, though, because there are still bugs with Unknown importance that would become unsearchable if we fix this bug too early.

Low importance because, while a bit confusing, it's probably not getting in anyone's way.
