Max. number of plural forms is hard-coded

Bug Description

At the moment we support up to 4 plural forms for any language. We'll need to upgrade that to 6, as per bug 189880 and question 23951 ( https://answers.launchpad.net/rosetta/+question/23951 ).

Before we can do that, we need to find all places where the 4 forms are hard-coded in Python and replace them with a symbolic constant.

After rollout, move all failed Arabic translations back to Approved. (Special rollout requirement, single SQL statement will do).
