Bug Description
At the moment we support up to 4 plural forms for any language. We'll need to upgrade that to 6, as per bug 189880 and question 23951 ( https:/
Before we can do that, we need to find all places where the 4 forms are hard-coded in Python and replace them with a symbolic constant.

After rollout, move all failed Arabic translations back to Approved. (Special rollout requirement, single SQL statement will do).
