Can't uninstall ubuntu-wallpapers and ubuntu-wallpapers-bionic without gnome-shell

Bug Description
Try to remove just "ubuntu-wallpapers" in Synaptic.
It will mark for removal "gnome-shell", "ubuntu-desktop", "ubuntu-artwork" and 3 other packages.
It should remove only "ubuntu-wallpapers" and "ubuntu-
Experiments with "depends" have to stop now!
I don't want to remove gnome-shell just because of wallpapers!
