Bug Description

This is a follow-up to LP: #1848319. I'd like to update the gcc-8 packages in bionic to the final 8.4.0 release.

 - gcc-8, update to the gcc-8.4.0 release
 - corresponding gcc-cross packages

The package builds are prepared in
https://launchpad.net/~doko/+archive/ubuntu/toolchain/+packages

[Impact]
Provide an upstream release for GCC 8.4, the non-default GCC in 18.04 LTS.

[Regression Potential]
There is regression potential, however the compiler is not used by default. Affected packages are libgcc1 and libstdc++6.

[Test Case]
No regressions in the GCC test suite. We don't do a test rebuild, as that would use GCC 7 only.
Cross compiler packages should just build.

[Validation]
Analyze the build logs for regressions.
For the cross builds, just make sure that the packages build using
the updated sources.

All packages have been built against -security only, so those should be good to go to -updates/-security simultaneously. Also, gcc-8-cross for bionic has been bumped from 18ubuntu0.4 to 18ubuntu0.6, but that is only a double-bump for the version number, so it's all good.

Let's wait for autopkgtests to finish and see how it goes.

these were pre-built binary packages with just the security pocket enabled, and checked before the upload. Afaics, no regressions.
