Livepatch is only available for LTS releases of Ubuntu. That is why the option has been removed.

I’ve reported bug 1799310 about warning you when an upgrade will result in Livepatch no longer being available.

It would be nice to have some warning the added security benefits available
in 18.04 would be removed upon upgrade to 18.10...
😥

There really needs to be some sort of dialogue box warning the user.

I'm not sure that this bug report has any life left in it as bug 1799310 has now been created, confirmed and acknowledged with what many would want to be seen when upgrading from an LTS to a non-LTS release with Livepatch enabled.

So I'm marking this one as a duplicate of the later bug report: bug 1799310.
