Bug Description

GNOME is migrating from bugzilla/cgit to https://gitlab.gnome.org/ Most of GNOME Core has already migrated. We need to be able to associate Ubuntu bugs with upstream GNOME bugs.

A sample Ubuntu bug is LP: #1549555

and the corresponding upstream issue is now
https://gitlab.gnome.org/GNOME/gnome-software/issues/54

The last major similar external bug tracker I am aware of being added to Launchpad was GitHub. See LP: #848666

This is probably not too difficult based on the GitHub work, but the GitLab API is a slightly different shape, and with GitLab we need to deal with multiple remote instances rather than just one.

Sorry I marked this a duplicate forgetting that Launchpad probably needs to treat GNOME GitLab and GitLab differently as Colin said
