Add a option to set 0,0-coordinates

Bug Description

I need a option

1) set 0,0-coordinate to lower/left corner of a page
2) set 0,0-coordinate to upper/left corner of a page

It seems likely there is some larger problem which might
need to be solved here. Messing about with coordinates
seems like a feature which would only be useful to small
minority of people using Inkscape for techincal drawing as
opposed to making things easier and more straighforwards for
artists.

Thanks for taking the time to suggest ways to improve Inkscape.

Please provide more description. If possible please point to
other programs which we could look at. If you can provide
screenshots or mockups it might also be helpful and encourage
developers to look at your request sooner.

I want to use inkscape to design web layouts and if the 0,0 coordinate was
on upper/left all would be more easy.
