screen DPI does not take into account display's dpi

Bug Description
Inkscape 0.45 for Windows gets the ruler scale wrong.
When you have the page zoom set to 100%, the rulers should show a page that
is fairly close to the real-world size, and an inch on the ruler should be
fairly close to an inch if you hold a ruler up to the screen. Inkscape's
rulers are too small by 10%. I know that this is an Inkscape bug and not a
problem with my computer because all other software on my machine,
including downloadable "on screen ruler" software, works more or less
correctly. I might point out that there are standard Windows APIs for
telling what the size of the screen is. FWIW, I am using Windows Vista 64
and a Dell 3007 WFP monitor.
I could not find any reference to a similar bug reported, and so am posting
this anew.

Inkscape does not use any API to find out screen resolution, instead it
uses a fixed 90dpi on all platforms. It might be argued that the
consistency of _pixel_ size at the same zoom across systems is more
important than the consistency of physical size.
