Can select objects on locked layers with node tool

Bug Description
I've got a document with three layers in 0.92 r15309 (only difference to release version are updated tutorials/
When I use the node tool, I can sometimes (not always) select objects in locked layers.
But not always both locked layers behave like that, at any given time.
The other way around (cannot select object in unlocked layer) occurs, too.
This happens directly after the lock icon was clicked. It's even possible to make it work exactly the other way around - can only select objects on locked layers....
This does not appear to happen with the selection tool.
It works correctly again after switching to selection tool, selecting an object, then switching back to node tool.

Based on tests with archived builds (on OS X 10.7.5):
- not reproduced with Inkscape 0.48.5 r10040,
- not reproduced with Inkscape 0.91 r13725,
- not reproduced with lp:inkscape rev <= 14653,
- reproduced with lp:inkscape rev >= 14655,
- reproduced with Inkscape 0.92.0 r15299,
- reproduced with lp:inkscape/0.92.x rev 15315;
the reported issue seems to have been exposed with the changes in r14655:
