FFe: Please merge manpages 3.54 from Debian unstable

Bug Description

Please update manpages to version 3.54. This version updates the documentation of perf_event_open.2 to reflect changes in the Linux 3.11 kernel (that is used in saucy). Attached will be the Changes file, the Ubuntu and Debian diff, and a build log. The package installs cleanly and found no issues browsing the man pages.
