Ubiquity does not recommend to use 64-bit disk when ESP exists

Bug Description

if :
1) there is an ESP on the disk (eg preinstalled Win8),
2) and the CPU is 64-bit compatible,
3) and if the install disk is 32bit.

then currently, the Ubuntu installer will install Ubuntu-32bit in Legacy mode. (reminder: current Ubuntu-32bit cannot boot in UEFI mode)
However, the computer will very probably be using UEFI boot (at least for all preinstalled Win8 computers). Result: Ubuntu will not boot.

Fix proposal:
when detecting the 1-2-3 conditions, the installer (Ubiquity) should strongly recommend the user to use a 64-bit install disk.

when booted in legacy (BIOS) mode there is no way to detect if machine is in fact UEFI capable.
Please don't fork bugs without context.
Also note that for 13.10 release we are planning to promote 64-bit images by default.

I know that, but I am giving you:
- a way to detect a case where there are very high chances that the install is UEFI.
- a way to warn the user (and still giving him choice in case the boot is in fact Legacy) thus avoid many failed Ubuntu installs.

This bug is not duplicate of "Ubuntu i386 images are not compatible with 32-bit UEFI computers. ", because it affects 64-bit computers.

Hopefully ! that decreases chances to see this bug, but that does not fix it.

This bug fix will reduce the wasting time trying to install 64bit Ubuntu in lagecy mode and later found out it is not compatible with the existing UEFI Windows 8 booting.

Adding the warning is really helpful in this case.
