Please don't send apport retrace mail on duplicates to subscribers of original bug

Bug Description
Description of the problem:
Today I looked in my mail box and found the launchpad folder had been crushed by "Apport retracing service" mail. Much of the retracing seemed to be happening on bugs like Bug #90317 which have been marked a duplicate of another bug. On heavily duped bugs like Bug #72018 this becomes an absolute killer. I really do wonder if heavily duped bugs need some sort of mail rate limiter. If you are a launchpad developer and haven't seen issues on heavily duped bugs I can thoroughly recommended subscribing to Bug #72018 ...
Steps to reproduce:
1. Report a popular bug which causes apport stack traces to be posted.
2. Have lots of bugs with (incomplete?) stack traces marked as duplicate of it.
3. Wait for the apport retracing service to go on a retracing spree.
Expected results:
Not to receive mail from all the duplicates being retraced.
Actual results:
Mailbox crushed under an avalanche of "Apport retracing service" mail.

Looking closer at the mail it appears it was removing the sensitive "CoreDump.gz" attachment. However I still don't want to see mail like this from duplicates...
